Flood and Peterson Leadership

Royal Lovell Chairman & CEO

Royal is Chairman & CEO of Flood and Peterson.  He is an owner and a member of the Board Directors.  Royal has over 15 years of experience in the insurance and bonding industries.  He has broad experience in regard to risk management, development of training programs, and surety company advocacy for large construction clients.  He has served in many leadership positions within Flood and Peterson including Chief Financial Officer, Chief Operating Officer, and most recently as Executive Vice President.

Royal received a Bachelor of Science Degree in Accounting from North Dakota State University.  He completed and maintains the Construction Risk and Insurance Specialist (CRIS) designation.  Royal also has an extensive financial background and is a licensed CPA.

Royal is a member of the Colorado Society of Certified Public Accountants and American Institute of Certified Public Accountants.  He is currently on the Board of Directors and serves as Treasurer of the Northern Colorado Medical Center Foundation, on the Finance Committee of the local Community Foundation, and serves on the Board of Directors of the Greeley Country Club.

Brett Kemp President

Brett Kemp is President for Flood and Peterson.  He is an owner and a member of the Board of Directors; he is also the leader of the Fort Collins office.   He has over 20 years of industry experience.  He has developed a keen understanding of the exposures that businesses face and has developed expertise in designing and implementing results-focused risk reduction plans to reduce costs and increase process efficiencies for his business clients.  Brett has over eight years experience interpreting government regulations and implementing training strategies while in the United States Air Force.

Brett received a Bachelor of Science Degree in Business Administration from the University of Wisconsin-Oshkosh.

Brett currently serves as the Board Chair for Partners Mentoring Youth for Larimer and Weld Counties.  He is a member of the Business Workforce Experience Advisory Committee for Thompson School District.  Brett is a graduate of the Leadership Fort Collins and Leadership Northern Colorado.

Rusty Lear Executive Vice President

Rusty is an Executive Vice President for Flood and Peterson.  He is an owner and a member of the Board of Directors.  Rusty is also the Director of Flood and Peterson’s Surety Division; he is responsible for adherence to best practices in representing our construction clients and surety partners.

Rusty has 28 years of experience in the construction surety industry, including 19 years in various management and surety underwriting positions in multiple locations with a top 5 national surety company. He has extensive experience in strategic planning with respect to construction and business risk, and surety program development.

Rusty received a Bachelor of Science Degree in Business Science and Finance from Kansas State University.

Rusty is a past Board of Director of AGC/Colorado, and past President of AGC/Colorado Associate Council Board. He also is a past board member and officer of Professionals for Colorado Construction Council. He is active and serves in leadership positions for various non-profits in the Denver metro area.

Whitney Shupe

Whitney Shupe Director of Operations

Whitney Shupe is the Director of Operations for Flood and Peterson.

Whitney has over 13 years of sales, marketing and operational management experience in the insurance industry. Whitney is responsible for Flood and Peterson’s overall daily operations and leads the improvement of operational systems, processes and policies in place to support the agency mission statement. She has a significant role in agency short and long term planning which includes the implementation of initiatives designed toward operational excellence. Whitney works closely with the department management team as a mentor and coach; in this role, she assists in the development of agency staff and high performing teams.

Whitney received a Bachelor of Science degree in Business Management from Indiana Wesleyan University. She also maintains her Certified Insurance Counselor (CIC) designation.
